The Virginia Date of Birth Confirmation (VDBC) is designed for individuals within a registered organization to confirm a consenting individual’s last name, date of birth, and last four digits of the social security number associated with adult criminal cases in the Juvenile & Domestic Relations District Court, criminal and traffic cases in the General District Court and criminal and traffic cases in select Circuit Court case management systems.
This document provides an overview of the VDBC with detailed instructions on how to use the system and is intended to serve as a resource guide for VDBC registrants.

The system is available 23 hours a day, seven days a week, except during routine server/system maintenance (typically conducted after hours).
The term Registrant encompasses:
· Administrator;
· User; and
· Administrator/User
An Administrator is a registrant that supports an organization’s account and can perform the following tasks:
· Manage the organization’s contact information;
· Grant registrant access and permissions;
· Add or delete other registrants;
· Update registrants’ contact information; and
· Unlock and reset registrants’ passwords.
A User is a registrant that is permitted to access VDBC to perform searches.
Administrator/User
An Administrator/User is a registrant who simultaneously has the ability to perform Administrator tasks that support an organization’s account, as well as User capabilities to perform searches within VDBC.
Important! It is strongly recommended that organizations designate two registrants with administrator capabilities (Administrator or Administrator/User) so that one person can serve as a backup if the other is unavailable
Registrants must ensure that their equipment and software meet the requirements necessary for connecting to and operating the VDBC. The registrants’ equipment must meet or exceed the following software and hardware requirements to use the VDBC:
· A computer operating with internet access.
· Current and up to date internet browser software such as:
× Microsoft Edge®;
× Mozilla Firefox®; or
× Google Chrome®.
· Correct security settings that allow acceptance of VDBC cookies.
· The system utilizes pop-ups. Please ensure that pop-ups are enabled within your browser.
Registration Application Requirements
Registrants must provide the following information when registering for an account:
· A valid email address accessible to the account registrant and initial account administrator.
· Organization Information including:
× Organization’s Business or Company Name
× Organization’s Full Address including City, State, & Zip Code
× Organization’s Phone Number
× Organization’s State Corporation Commission (SCC) ID
× Organization’s Employer Identification Number (EIN)
· Initial Administrator Information (must be for the same registrant associated to the email provided):
× Administrator’s First and Last Name
× Administrator’s Full Address including City, State, & Zip Code (may be same as their organization)
× Administrator’s Phone Number (may be same as their organization)
Individuals with an existing account (registrants) can log into the system by using one of the methods below:
· Navigate to the VDBC website page and select the option VDBC Login; or
· Open a new web browser and pasting the URL address https://eapps.courts.state.va.us/usermgmt/initialLogin.action?appContext=DOBCON.
Registrants can access the VDBC using the following steps

The VDBC toolbar presented will depend on the designated access role. Once successfully logged into the system, registrants can move between the system’s screens.
The Home screen displays once users log into the system successfully. The Search screen may display one or more of the toolbar links below:
· Home
· Search (available for Administrator/Users and Users only)
· Account/User Management (available for Administrators and Administrator/Users only)
· Settings
· Help
· Logout
The Search link directs the registrant to the Home page, which is used to confirm search inquiries. This is the Home page for individuals designated as Users.
The Account Management link is used to manage the organization’s account and to perform administrative tasks on the behalf of its registrants. This is the Home page for Administrators. See Account Management for further details.
The Settings link directs the registrant to where account and contact information can be updated. See Settings for further details.
Click Logout on the navigation toolbar to securely log out of the VDBC. The system will then automatically navigate to the Login screen.
